Debian package version problems

Description

Between the "2.0" and "12.09-2" DebWRT releases, several of the Debian packages changed, but their version numbers weren't incremented. Of note, iw, libnl, libnvram, nvram, robocfg and shellinabox had package size and/or dates change, but their version numbers remained the same.

In addition between "12.09" and "12.09-2" libnl-tiny, swconfig changed package size, but version numbers were not changed. These might merely be rebuilds with differing compiler versions, but something changed.

dpkg wants version numbers to increment before upgrading packages.
